Consider a resolution approving an agreement for professional services with Kimley-Horn of Fort Worth, Texas, for the purpose of providing design and engineering services for the Old Town Keller Phase II Project; and authorizing the City Manager to execute all contract documents relating thereto on behalf of the City of Keller, Texas.
Action Requested:
Consider a resolution approving an agreement for professional services with Kimley-Horn of Fort Worth, Texas, in the amount of $614,730.00, for the purpose of providing design and engineering services for the Old Town Keller Phase II Project.
Background:
In 2014, at the direction of City Council, staff began identifying public improvement opportunities in the area of Old Town Keller south of Keller Parkway and west of U.S. Hwy. 377 for Phase I of a project intended to address infrastructure needs, support continued economic growth and develop Old Town as a destination location. The Old Town Keller Phase I project wrapped up in 2017. Some of the project highlights included the extension of Lamar St. south to Pecan St., expansion of public parking, enhanced lighting, construction of a linear promenade, trail connection just south of Pecan St., and several other projects designed to improve the Old Town experience for residents, visitors and business owners in the area.
In Dec. 2017 City Council awarded a professional services agreement to Kimley-Horn for developing a conceptual layout and implementation plan for Old Town Keller Phase II, the area east of Hwy. 377 and south of Keller Parkway. The completed plan and layout were accepted by City Council in Dec. 2018. The Old Town project was paused to allow the Future Land Use Plan Update project to conclude.
The proposed agreement includes design and engineering services for a specific scope of projects known as “Step I” and intended to be a starting point for the Old Town Keller Phase II Project. Major components of Step I include development of full construction plans and specifications for Bates Street and the pedestrian hybrid beacon that will allow people to safely cross U.S. Hwy. 377 on foot. A full list of tasks for this “Step I” of Old Town Keller Phase II is included in Exhibit “A”.
Financial Impact:
Funding is available in the Street System Capital Improvements Program fund with funding provided from the General Fund.
