Consider a resolution rejecting the proposal for Fire Station #2 Fire Line Replacement and authorizing the City Manager to re-advertise the request for proposals on behalf of the City of Keller, Texas.

Background:                     

The fire line supplying the fire sprinkler system at Fire Station #2 failed in 2018 and 2019 with repairs made each time. An investigation into the 2019 failure found that the fire line originally installed in 1994 was not designed to be a fire supply line and did not meet the code requirements. A temporary repair was made and written quotes obtained to replace the fire line. Staff received five written quotes from four different vendors in late spring of 2019, all of which were over $50,000.  This required the project to be advertised and subsequently approved by Council in accordance with the city’s purchasing policy. The written quotes ranged from $52,232 to $85,200.

Due to the on-going construction at the site for the new fire department support services building at that time, the project was delayed and funds included as part of the FY 2019-20 budget.

In May 2020 the city posted a request for proposals with a mandatory on-site meeting with staff to review the scope of the project and to see existing conditions at the site. Two vendors attended the meeting. Neither of these vendors had previously provided a written quote for the work in 2019. One vendor submitted a proposal by the deadline.

The proposal received is considerably higher than the original written quotes, and is more than what has been budgeted for the project.

Staff recommends re-advertising to attract additional vendors for the work.
