Consider an ordinance amending the City of Keller Code of Ordinances by amending Chapter 7, Citywide Solid Waste Collection and Recycling Services, by deleting Chapter 7, Citywide Solid Waste Collection and Recycling Services in its entirety, and adding a new Chapter 7, Citywide Solid Waste Collection and Recycling Services; providing a severability clause; providing a penalty; authorizing publication; and establishing an effective date.
Action Requested:
City Council consideration of an ordinance amending the City of Keller Code of Ordinances by amending Chapter 7, Citywide Solid Waste Collection and Recycling Services.
Background:
This ordinance is being presented in conjunction with a new five (5) year agreement with Community Waste Disposal for City Council consideration. In order to avoid conflicts between the new proposed agreement and the existing City ordinances, changes must be made to Chapter 7 of the City Code, Citywide Solid Waste Collection and Recycling Services. The proposed ordinance incorporates the following substantive changes:
- Addition of residential curbside Household Hazardous Waste (HHW) and Electronics Waste (E-Waste) collection
- Increased reporting requirements for CWD
- Revised customer service plan that includes two (2) CWD Customer Service Representatives dedicated to Keller calls
- Simplified charges for non-performance
Financial Impact:
The addition of the curbside HHW and E-Waste collection will allow the city to decline a renewal of the current Environmental Services contract with the City of Fort Worth, a savings of approximately $55,000 annually. The proposed ordinance includes a decrease in the city’s franchise fee from 10% to 8.28%, which will keep solid waste franchise revenue to the city neutral.
Citizen Input/Board Review:
The Citywide Solid Waste and Recycling Services Committee of Council Members and staff was formed in August 2019 and oversaw the Requests for Proposals process.
Legal Review:
The city attorney has reviewed and approved the proposed ordinance.
