Consider a resolution authorizing the City Manager to execute a franchise agreement with Community Waste Disposal, of Dallas, Texas, providing for citywide solid waste collection and recycling services, for a term of five (5) years beginning September 1, 2020 and terminating August 31, 2025, with one (1) five-year renewal option.
Background:
Community Waste Disposal (CWD) was first awarded a franchise agreement with the City of Keller for citywide garbage and recycling services in 2010. In 2015, following a Request for Proposals (RFP) process the company was awarded a second five-year franchise agreement. The proposed agreement will be the third five-year agreement the company is awarded following another RFP process.
No substantive changes to residential or commercial collection guidelines are proposed. The new agreement includes the following major modifications:
- Addition of residential curbside Household Hazardous Waste (HHW) and Electronics Waste (E-Waste) collection
- Increased reporting requirements for CWD
- Revised customer service plan that includes two (2) CWD Customer Service Representatives dedicated to Keller calls
- Simplified charges for non-performance
Pricing for residential and commercial customers will increase from current levels but will be held firm for the first two years of the agreement. A rate table is included as “Appendix A” in the proposed agreement.
Financial Impact:
The addition of the curbside HHW and E-Waste collection will allow the city to decline a renewal of the current Environmental Services contract with the City of Fort Worth, a savings of approximately $55,000 annually. The proposed agreement includes a decrease in the city’s franchise fee from 10% to 8.28%, which will keep solid waste franchise revenue to the city neutral.
Citizen Input/Board Review:
The Citywide Solid Waste and Recycling Services Committee of Council Members and staff was formed in August 2019 and oversaw the Requests for Proposals process.
Legal Review:
The city attorney has reviewed and approved the proposed agreement and resolution.
