Action Requested:                     

Consider a resolution approving Modification No. 2 to an Agreement for Professional Services with Multatech Engineering, Inc. for the Keller Hicks Road Expansion Project in the amount of $65,734.

 

Background:                     

The Keller Hicks Expansion Project extends into the cities of Fort Worth and Keller.  This project is included in Keller’s approved Capital Improvements Program with a project budget of $2.1 million.  Each city has an Agreement with Multatech Engineering, Inc. to provide design services for their portion of the project.  This Agreement Modification No. 2 is required because the scope of the work has changed.

On August 2, 2016, City Council approved Resolution No. 3789 authorizing an Agreement for Professional Services with Multatech Engineering, Inc. to provide design services for Keller’s portion of the project in the amount of $267,841.  Modification No. 1 to the Agreement was authorized in July 2018 for land acquisition services in the amount of $30,600 for a total Agreement amount of $298,441. 

The cities have worked closely to coordinate the delivery of this project which has gone through various revisions, including a signalized intersection vs. various roundabout alternatives at Katy Road, re-phasing of the project’s limits and additional land acquisitions.  Changes to Union Pacific Railroad’s organization and TxDOT’s new requirements have significantly increased coordination efforts with those agencies. 

Recent discussions with Fort Worth has realigned the project back to its original phasing and project management plan to be consistent with the Memorandum of Understanding signed by both cities in January of 2019.  However, the intersection control plan has changed from a roundabout to traffic signal.

Collectively, these revisions result in additional engineering costs to Keller’s portion of the project in the amount of $65,734 for Modification No. 2 which increases the total Agreement amount to $364,175.

 

Financial Impact:

The cost for Modification No. 2 is $65,734 and the funds are currently available in the project.
