Title

Consider a resolution calling the General Election for Mayor, City Council Place 5, and City Council Place 6 for the City of Keller, to be held on November 3, 2020, as set forth by the City Charter and Texas Election Code.

Body

Background:

The proposed resolution is ordering the November 3, 2020 City of Keller General Election for Mayor, City Council Place 5, and City Council Place 6.

January 21, 2020 - Keller City Council called a General Election for the offices of Mayor, City Council Place 5 and Place 6 to be held on May 2, 2020

March 18, 2020 - Governor Greg Abbott issued a proclamation authorizing political subdivisions that would otherwise hold elections on May 2, 2020, to move their general elections for 2020 to November 3, 2020, due to public health and safety concerns related to the novel coronavirus (COVID-19)

March 24, 2020 - Keller City Council approved postponing the May 2, 2020, General Election to be held on Tuesday, November 3, 2020

By postponing this election date, the City has preserved all candidate filings and ballot order actions that have already taken place.  This postponement does not have the effect of reopening candidate filings.

Tarrant County Elections is preparing a standard Joint Election Agreement and Contract for Election Services to be utilized by all entities for the November 3, 2020 General Election, which includes the following information:

(1)                     All entities will share the County’s regular early voting locations. The main early voting location is at Tarrant County Elections Center, 2700 Premier Street, Fort Worth, Texas.  Keller Town Hall is included as one of Tarrant County’s early voting locations. All registered voters in the City of Keller will be able to vote at any Tarrant County early voting location.

(2)                     On Election Day the registered voters in the City of Keller will be able to vote at any Tarrant County Election Day voting location.

(3)                     Tarrant County’s voting system is the HART InterCivic Verity System version 2.3.1 for said Election.

(4)                     Combined ballots in those polling places where jurisdictions overlap will be utilized to be voted on at each polling location for the November 3, 2020 General Election.

Financial Impact:

The City’s cost for the November 3, 2020 General Election will be included in Tarrant County’s Joint Election Agreement and Contract for Election Services and will be presented to the City Council at a later date for your approval.

Staff Recommendation:

Staff recommends approval of the proposed resolution ordering the November 3, 2020 General Election.  An amended resolution will be presented to the City Council for approval once the list of early voting locations has been finalized by Tarrant County.
