Title

Consider a resolution approving an Interlocal Agreement for Mutual Access to Cloud Library Digital Resources; and authorizing the City Manager to execute all documents relating thereto on behalf of the City of Keller, Texas.

Body

Action Requested:

Consider approval for a proposal for public libraries to cooperate in an interlocal agreement for mutual access to Cloud library Digital Services, managed by Bibliotheca.

Background:

The Keller Public Library has been approved to share Cloud Link Resources with the Cities of Lewisville, Burleson, Carrollton, Colleyville, Coppell, Euless, Flower Mound, McKinney, Sachse, Southlake, Little Elm, Hurst, Seguin, Allen, Boerne, Angleton, Killeen, Laredo, New Braunfels, Waco, Cedar Park, Bedford, Denton, Schertz, Beaumont, Longview, Benbrook, and Bexar County.

Joining the Texas Cloud Link Group will allow library users to access $3 million dollars’ worth of digital content.  This unique arrangement allows members to borrow each others’ un-used digital items at any time, resulting in savings for every member library. Joining Texas Cloud Link will increase access to digital resources for all library users.

Financial Impact:

The Keller Library will incur an initial set up fee of $1,000, which includes staff training and web integration.  The Keller Library has also committed to making e-content purchases of at least $10,000/annually to supplement the Texas Cloud Link collection, which is currently at 140,000 e-books & e-audio books.

Citizen Input/Board Review:

The Keller Public Library Advisory Board will make a recommendation at their August 2, 2021 Board Meeting.

Legal Review:

The agreement has been reviewed by the City Attorney.
