Consider a resolution approving the American Rescue Plan Act (ARPA) Project List as presented to Council on September 7, 2021.

 

 

Background:                     

As part of ARPA of 2021, the City has been allocated $11,698,718.01 for recovery from COVID-19 impacts.  The use of the funds is limited to responding to the public health emergency, revenue loss due to COVID-19, premium pay for those protecting the health and well-being of residents, and improvements to water, sewer, and broadband infrastructure. The funds will be provided to the City in two even tranches with one being around September 2021 and the other around September 2022.  The funds must be obligated by the City by December 31, 2024 and completely spent by December 31, 2026. Any funds either not obligated or spent by their due date must be provided back to the federal government. 

On September 7, 2021, Staff presented a summary of the ARPA requirements and potential City projects for the funds.  The list of proposed projects is Water Tank Maintenance for $4,500,000, Adding/Upgrading Generators to Water facilities for $2,700,000, Elm Street Water and Sewer line replacements for $1,375,000, water and wastewater line replacements for $910,437, Smart meter installation for $839,563, Pointe revenue recovery for $698,718.01, and Bates Street Water and Sewer Line Replacements for $675,000.  The proposed resolution would approve the project list and staff will report the project list to the US Treasury by October 31, 2021 as required by the ARPA.

 

Financial Impact:

The City will receive $11,698,718.01 split in two tranches over two years.  There is no fund matching requirements.  The FY 2021-22 budget includes use of $4,875,000 of ARPA funds.  The remaining funds will be included in the FY 2022-23 budget or be added to FY 2021-22 as part of a budget amendment.
