Action Requested:                     

Consider a resolution approving a three-year extension of the City’s current Enterprise License Agreement with Environmental Systems Research Institute, Inc. (ESRI), in an amount not to exceed $116,250 for a 3-year term.

 

 

Background:                     

The City of Keller has standardized on ESRI software products for the development, processing and maintenance of all Geographic Information System (GIS) data. Through the use of ESRI products, the City has increased productivity and gained efficiency from utilizing a common software vendor. The City currently uses the following ESRI software products: ArcGIS Server Standard, ArcPro, ArcGIS Desktop, ArcGIS Analyst, ArcGIS Network Analyst, ArcGIS Online, and ESRI Community Analyst.

Through the use of GIS data, we are able to inventory and manage city assets including land, roads, sewer, fire hydrants and street signs. GIS data also provides mapping solutions for Police, Fire, Public Works, Development Services, Community Development, Economic Development, and Parks and Recreation. We also provide a public-facing map service on the city’s website.
                     
The City of Keller has been utilizing an ESRI Enterprise License Agreement (ELA) for the past three (3) years. An ELA provides us with all of the licenses we need now and in the future. This will allow us to freely and rapidly grow our use of GIS technology without having to worry about license limits and additional budget consequences.

The following benefits and value-added items result from executing the ESRI Enterprise License Agreement:

                     Simplifies software licensing, license inventory management and compliance.

                     Provides the ability to install any ESRI product covered under the agreement on an unlimited number of city-owned systems.

                     Provides one annual subscription to ESRI Developer Network (EDN)

                     Provides one ESRI CityEngine Advanced single-use license

                     Provides one ESRI CityEngine Advanced single-concurrent license

                     Provides three passes to the annual ESRI user conference (est. $3,900 value)

                     Provides a 5% discount on all instructor-led training classes

                     Provides $7,500 in virtual campus online training

                     Provides access to the latest ESRI software upgrades at no additional charge.

                     Provides simplification of long-term software budgeting, while locking in software prices for 3 years.

ESRI is the only company that offers software licensing and maintenance of their software. In accordance with the Texas Local Government Code, Chapter 252.022. General Exemptions. (a) (7), ESRI Inc., of Redlands, CA qualifies as a sole-source provider for ESRI software licensing and maintenance. See attached Sole Source Letter, submitted as a Staff Attachment.

 

Financial Impact:

The ESRI Enterprise License Agreement is a three (3) year agreement that will cost $38,750 per year, totaling $116,250 over the three (3) year term.

Funding is available from the Fiscal Year 2021-22 Information Technology Fund.
