Action Requested:                     

Consider a resolution ratifying staff action and approving a payment of $102,855.98 to Wildstone Construction, LLC of Fort Worth, Texas for the emergency repair of the 30” water line shared by the City of Keller & City of Southlake as required on August 23, 2021.

 

 

Background:                     

On Monday, August 23, 2021, the 30” water transmission line shared by the City of Keller and City of Southlake unexpectedly failed adjacent to the intersection of Bear Creek Parkway and Austin Street.  As part of the original 1984 construction of the transmission line, an agreement between the cities of Keller and Southlake was updated in 2004 that identified the financial commitment of each city for construction, maintenance, and operations of this and other transmission lines.  This agreement identifies that the cities of Southlake and Keller are each committed to paying 50% of the repair costs.  Historically, the City of Southlake is the lead agency on all emergency repairs.

As a result, the City of Southlake, in consultation with staff from the City of Keller, contracted with Wildstone Construction, LLC of Fort Worth, Texas, to make the necessary emergency repairs on this transmission line.  The overall cost to repair this transmission line break was $205,711.95; per the agreement, the City of Keller is responsible for half of this cost or $102,855.98.

This latest emergency repair is the fifth in the last decade as the transmission main approaches 40 years of service and the second in the last 36 months. City staff will work with the City of Southlake and the Keller Finance Department to determine if a comprehensive evaluation of the transmission line is warranted to better anticipate the remaining useful life of this asset.

The repair was completed and open to traffic on Thursday, September 2, 2021.

 

Financial Impact:

The repair will be funded from the FY 2020-21 Water-Wastewater Fund Water Utilities Department.
